AFGC document 136-16 sets out the authorisation procedure for drivers who carry out loading and unloading operations on behalf of an AFGC member. It applies to drivers of road tankers, tank containers and portable tanks.
The procedure is built in layers. The driver holds an ADR training certificate, described as type 1, and then receives specific additional training, described as type 2, covering the particular operations and sites involved.
What the document covers
- Applies to all drivers of road tankers, tank containers and portable tanks performing loading, unloading and transport for an AFGC member.
- Requires an ADR training certificate as the baseline qualification.
- Adds a second layer of operation specific and site specific training.
- Describes the authorisation process rather than the equipment.
- Freely available from AFGC.
What it means for equipment
Loading and unloading is where a tanker meets a fixed installation, and most incidents in distribution happen at that interface. A procedure like this is the human side of the same problem that Doc 151 addresses on the equipment side.
For a distributor, the practical link is training records and connection compatibility. When those two are in order, the equipment conversation gets much simpler.
